Best practice for service domain operating in multiple locations

    I'm re-doing an old site (construction industry) that currently has multiple pages with identical content except for the name of the location and name of page being slightly different in each case.
    Example:
    domain/areas-serviced/demolition-town1
    domain/areas-serviced/demolition-town2 and so on for about 15 towns.
    domain/areas-serviced/demolition-in-town1
    domain/areas-serviced/demolition-in-town2 and so on for about 15 towns.
    domain/areas-serviced/commercial-demolition-in-town1
    domain/areas-serviced/commercial-demolition-in-town2 and so on for about 15 towns
    domain/areas-serviced/house-demolition-in-town1
    domain/areas-serviced/house-demolition-in-town2 and so on for about 15 towns.

    Then follows other construction industry services offered all in the same format as above.

    I have done other sites that operate in various locations and have always just had mention of where the company operates on appropriate pages of the site, several of them, so the information is usually readily to hand.

    Is it really necessary to add in this case over 100 extra pages to the site that do not have unique content at all? I thought that could be penalised by search engines.

    It is not the same situation as a company that has a physical office building located in various places - just locations where the company is prepared to offer its services.

    Am not too experienced at SEO and usually just follow common sense which does not seem to be enough these days. Any advice appreciated.
