Where is the best place to hire a php programmer for a 1 time job of creating a script? I've tried craigslist before but end up getting people who email me that seem like they don't even read the description.

This site isn't a bad place to start looking, the breadth of experience is enormous but if you are careful about your selection you should have no problems. Don't spend too long getting all the details worked out. When you are working with your programmer they will (or should) be able to show you the little short cuts that keep costs and time down while avoiding loss of quality. I would suggest you put together perhaps 4 sentences to summarise the vision and then a simple line diagram for how you expect it to look. After that the details can be filled in with your programmer.

How do they define qualified professional? Taking php programming as an example do they require evidence of a compsci degree? Zend certification? When it comes to graphic and logo design it must get even more difficult to decide.
Anyone that uses a compsci degree as a prerequisite for programming consideration is quite ignorant. The best method would be take take an existing programmer whose ability you can vouch for and have them rate another programmer.
They don't define a professional. Folks define. Each programmer has reviews from his customers. And each review has points from 1 to 10. The best programmers has a lot of 10 points reviews. The worst programmers has a lot of 1-5 points reviews and beginners has no reviews at all.

As ZareMedia points out a piece of paper, whether a compsci degree or some form of professional certification, is only of limited value.
there are good programmers and also scammers on all the above mentioned sites. The best protection is to use a programmer with good feedback and always use the built in escrow feature that most of these sites provide for making payment. You can also PM me, I am a freelancer also.
