I agree - these are the two that I use and they cover all budgets. 99 Designs has the added benefit of crowdsourcing - which can be very powerful. On the other hand you will be blown away with what you can get on Fiverr... If you are looking to develop many logs/sites then consider oDesk or Elance because you can develop anongoing working relationship with them which has many other benefits.

Creads.us is a French company that I've personally had some great experiences with as a designer. In my experience, they're much better than 99designs and other crowdsourcing websites with offering feedback and higher compensation for designers.

 

I agree 99designs.com has the best designers. I get humbled by the quality of the designs that I see, I have to win a contests there, still hoping for my time will come.

DeviantART and Behance are my preferred choices, you may have to spend a little time looking through work but there is some great designers on both sites.
