http://www.templatemonster.com/ is a popular and reputable site. What type of HTML templates are you looking for? Low price, good quality? It isn't hard to find with the use of google.
http://www.templatemonster.com/ Is the most popular template site i guess, some nice designs and theyre cheap too! http://www.4templates.com/ has some sweet templates, mayb a little less complex then templatemonster's but as far as i know, 4T is cheaper.
Template monster is a good place, but they require to send copy of your driver license or credit card if you want to pay using credit card, very displeasing i think.
