It's a valid question as there're not many places where you can buy good links. Unfortunately, sold links here on DP are of pure quality and MAINLY from the websites set up for the whole (and only) purpose of selling links.

I think contacting relevant blogs/websites is the best option.

First of all, what do you mean by 'real PR'?
If it is just a Google public PR, then there are many places (DP also). If you mean real sites with suppose-google-existing-internal-PR, then check Alexa rank and contact popular sites directly.
