Yes it is possible to buy cheap domains. Google "domain wholesaler". To get wholesaler price you need to pay a substantial deposit in excess of USD1,000. you got to watch for the periodic sales that godaddy have for 99 cents, plus you can get it cheaper if you buy wholesale and coupons.
Yes, for .info new registration I think Godaddy are the cheapest, however for renewals they are not cheapest in the market.
