Best Place for Site Wide Link?

What is the best place to give a site wide link to a site of yours from your blog? Blogroll? Footer? A "tab" at the top that would be a page only it's directing to the new site?

Based upon which is less likely to get yourself in trouble with Google. Is there a way Google is okay with?

Lets say you had a few sites in the first two pages of the same given keyword (2 top 10, 1 is the 11th). They should be able to help one another, or at the very least, help boost one to the top right? I'm wondering how I should link them among each other to make either the highest success for one, or general success moving them all up.

i like to use blogroll , footer is ok. don't simply trade links, make the linking structure more natural. eg; A links to B links to C

Footer links would have to be the worst location because the search engines view them as links for manipulation, not for users.
