Best place for hiring SEO Expertise and Backlinking?

    Hi

    New to SEO, so Can anyone recommend a good place to go to hire someone who can get a one page "sales page" up on the first or second page of google? I create Niche market sales pages, but they are useless without traffic.
    I heard that I need PR6 and upwards for backlinking??? Or If I find a .edu domain owner who is willing to offer subdomains, then I heard that was the trick.


    Can anyone help?
