I assume that you will find many options by doing a search via Google.

Chances are you aren't going to find a whole lot of good hosts who allow ffmpeg on shared hosting, because it's normally used for videos and all sorts of CPU-intensive stuff. :) Not usually something they want on shared hosting. Not sure what you need the PHP upload size for (I assume maybe a YouTube type site with huge videos that users need to upload?), but many/most hosts will work with you on that, and can change it for your account, if you have a good justification. It's very easily done on a per-account basis.

Understood, I was just giving you some general information regarding your question. I don't have any specific recommendations. I know ffmpeg is not something my company allows on shared hosting, but working with a client on php upload sizes absolutely is.

Have you tried google? I just got 443,000 results from searching for ffmpeg hosting.

Your best bet would be to find some companies there, take their names, and do a search over on webhostingtalk.com. You'll likely get all sorts of reviews. Hopefully someone else could list some specific recommendations here as well.

They all offer unlimited disk space and bandwidth, which is not possible. It's a terrible advertising gimmick. So if you go with any of those, be sure to read the fine print, specifically regarding CPU usage, inodes, etc., and the Terms of Service/Acceptable Use Policy.

I have no idea. It depends on your scripts and what you plan on doing. But any hosting service offering unlimited plans has to have limits somewhere.

No clue. There are far too many factors to determine exactly how much resources it is going to use. However, generally speaking, the video scripts require a fair amount of CPU if there are a good amount of users. You could always try it on any of those hosts you list and see what happens. All of them look cheap enough to try out for a few months. If it doesn't work out with them due to resource usage, you'll probably need at least a VPS.

Oh, and to demonstrate exactly what I was talking about above, with the "unlimited" stuff. I just went through some of their Terms of Service. HostMDS offers unlimited everything, including data transfer. However, their terms of service say you are limited to 500mb of bandwidth per day. Imagine that! That's only 15GB a month! No limits hosting? Yeah...I'd forget them.

If you haven't decided yet, give Vimhost a shot. I've uploaded several 6-800MB video files and they converted perfectly, and I know someone else who is hosted with them who uploads 2-3GB files with no problem. They don't oversell, either.
