    I don't know if such a "development tool" exist. I use Aptana Studio, but is is just IDE. If you need code snippets, you can check out this page: http://www.binpress.com/

    You can try NetBeans its free and open source. hotscripts.com, binpress.com and codecanyon.net have scripts that you might find useful.

    I suggest you to use Ecllipse with php extension...that works as best IDE for php.

    Features:-

    For anyone using DW or even Eclipse, try netbeans. It's not even comparable how much better a real IDE is than DW. DW offers some very basic functionality, but really isn't geared towards actual programming. It's decent for HTML but isn't really suitable for actual coding. Second choice would be Eclipse, but Netbeans is much better than Eclipse.
