I can't talk from personal experience, as I didn't start out learning from a book. However, a technique I have used in the past is to search Amazon, make note of relevant books with the highest ratings, and look up reviews on Google. It's a decent way to sort through some of the junk that is out there.

The best way to learn php is from there website. If you do not know something, you can enter an search for it, most probably you will find the solution. If you do not know anything about PHP, you can search for a simple php tutorial in google. I also recommend the tutorial from php.net http://www.php.net/manual/en/tutorial.php

You could always search through the PHP/MYSQL docs to see how everything works or if you need a book try Beginning PHP with mysql from novice to professional by apress.
