I am starting up a custom web design company and we are starting out within this price range.

I was hoping somebody could inform me on the best, most secure, method for the transaction?

Paypal is good for this. You can also go with escrow payment for larger amount.

PayPal is NOT good for this. People will claim they didn't get a design or something and they win 100% of the time. Anything but paypal.

Go for Paypal Business Account or 2CO.Com
Both are reliable payment processors and match for your business.

Main problem with paypal is when user make chargeback or complaint, it's sure they gonna win and you will loose money. I stopped to use paypal few months ago and created a merchant account that accept paypal like that no more trouble with paypal but at same time i do not loose money.

I think that we have other solutions, they are trust and honest companies as PayPal, the problem of PayPal is that they don't support many countries:

HooPay: They have 19 currencies supported, multicurrency accounts, located in tax haven country, deposit with bank wire, credit card, exchanger, API digital signature to prevent spoofing attacks, sms alerts each time that you make transactions, login, etc. Send fax, sms...

Moneybookers: They have 20s currencies, no multicurrency accounts, located in UK, deposit via bank wire, credit card, API with md5 if I don't forget it, sms alerts too, send fax, sms too.

Alertpay: They have 10-15 currencies, located in Canada, deposit via credit card and bank wire, few types of accounts...

Liberty Reserve: Only usd and eur, exchanger deposit and withdrawal, located in tax haven too.

Perfect Money: They are in Panamá, and could be a good choice too.

    Cheers

I would say paypal because their the easiest to set up. Also alertpay just changed some of their standards which are now easy to setup.

Anything but NOT PayPal.Try Alertpay or Moneybookers or Liberty Reserve. All of them are equally good & you will not loose your money like Pay Pal.

Hoopay is a pain in the arse.We will have to use Exchangers in both deposit & withdraw. It does NOT support deposit with bank wire, credit card, like mentioned in one of the earlier posts & is not at all recommended.
