In your opinion, what is the best pay-per-lead site? Please elaborate on your choice. Just being curious.
"pay-per-lead site" what do you mean exactly, individual sites or affiliate programs ran through cj or ?
The best I know is networks that have pay per lead programs / offers in them. So my first choice would be CPA affiliate networks.

Find one that is a marketplace, that is, buyers are there buying leads and sellers are there selling leads. I've been in the lead biz for quite a few years now and the open marketplace seems to do the best, as when you are with a network or a specific program, then you don't do as well.
COPEAC has some good offers that actually pay pretty well. There's a lot of niches to digg in so all you have to do is test and you'll realize what offer pays the most.
