So the surveys are longer than the offers and that is the requirements? Sounds ok. But the content creators are not yet able to choose between the offer and the survey yet?

There is no pay per download site, that pays. This is a fact. I have tried over 5 but without any result
I have already paid out my members for our first month live. Why shouldn't a PPD site payout? It's simply a case of I get paid X, my user gets paid Y so I profit a very small amount per download but the user has the ease of not having to setup a full site and they also have the potential to win an extra $200 through out contests on site.

How would they be scammed by filling out a survey? Especially if you let them know before they click?
