Best pay per download host?

they are paying 10euro/1000 downloads from russia & germany & also counting small filed .....& also paying 1 euro/1000 downloads frm any other country..if someone using it pls provide some info like :

1. Are they count every download or 1 download/1 ip in 24 hrs

2. Are they paying for the traffic from india & the rates are same 1 euro/1000 downloads

Is it gud to try uploaded.to as most of my files are 1mb-15mb....
