Best Method To Promote App Targeted For College Student

Do you guys have any suggestions on the best method for promoting a free app targeting college students that helps them find jobs? I do have high advertising budgets and did test the facebook ads which seem to be very lousy costing almost $9 per install.

Have you tried contacting different app review sites?

 

Its a facebook only app, its one of a kind, no one else have this app out there on facebook so its unique. I wasn't sure which sites review facebook apps.
