I dont rate alot of these freelancer websites. The best to way get outsourced work, it to phone up local companies to you. If you are local to them and not based in a different country, they are alot more likely to outsource you work
you can try limeexchange.com. It is easy to use, also the payments. There is many work in there, start from easiest to hardest. They also give some free test for qualification in many occupation. good luck for you

Of course the rates are low, shitty work has never paid well. Get yourself a portfolio, an education or something which is valueable to other people, then they will consider paying you accordingly. You can not count on being able to make a lot of money for unqualified work. Your work is only worth so much as someone is prepared to pay for it.
elance.com is the best option if you're a professional. Service providers get more from elance jobs than others IMO. However, competition is fierce so it can take some time to get your project bid accepted when you're new.
