Best method for building a website for both PC and Mobile devices?

    One of the websites I currently have is a responsive design. The site has been active for a while but I did not write it. I am redesigning the site so it is compatible for PC and Mobile devices.

    I do not know enough about responsive design to build it that way. What would be the best way to go about the redesign?

    I assume I can just develop the site in 3 or 4 different windows sizes. One for regular PC, one design for tablet, and one design for a phone. Any ideas or thoughts? your input is appreciated. Thanks!
