Its not a good thing that you are trying to do and mostly software doesn't work. If you are interested in increasing link popularity then go for link building as you have said that money doesn't matter you.

General concensus of opinion is manul link building. BTW I fully agree. It is know to work and most, if not all, auto link building systems are either know by Google or will be before long.
If money is no problem then your best solution is to outsource manual link building. Outsource to Philipines or similar it's dirt cheap. A Google search will find plenty of outsource places or post a request on Craig's list Philipines. Just make sure you set a test first. to check quality of work

Don't use any submitter for site submission. Batter do manually. It will more useful for site.

 

Remember to increase backlinks gradually. If you do 100 the first night then you better be prepared to add 100 every other night haha. So it manually IMO

 

don't go for automation software.they are no use at all.be patient and do manually.it can help you a lot.
