If you don't have a lot of money to invest, then definitely start with Google Adwords. I used Market Samurai, but it was a long time ago and I obviously stopped using it for a reason. My preferred tool is MNF now.

Market Samurai is good, as is MNF and Keyword Elite is worth a look. I'd suggest using Google's tool until you are confident about keyword use.

Google Adwords is still the best because you don't need to get them to for a pay or trial, all you need to do is to go to the page and type in the keyword you need to do research for.

There are so many keyword tools to choose from, it really depends what you want from your tool. Some of the paid for tools are not just keyword tools, they are an all in one tool for seo research. ie they combine lots of useful tools in one piece of software, keyword research is just one element of this. Micro Niche Finder, Market Samurai, Keyword Elite 2.0, Wordtracker etc etc all are excellent in different ways for this.

If you only want a keyword tool and nothing else there are plenty of good free tools out there, Google's free tool, Wordtracker and Wordstream do free tools etc. Remember tho' that they get their data in different ways so be aware of this.

yes andy... most of the keyword tools are not just design for keyword research, i am new on the IM, i had tested a lot of keyword research tools. My first try is
Market samurai - this tools is very good but... i have the problem on the SEOC... i cannot get any value. Now i use KewordElite 2.0, which is much easier to use and everything works fine.. :p .. on the top of it i still use google keywords tools, it will give you good result which you can confirm the result from paid keyword tools.

sometimes market samurai doesn't give accurate rank results. When I manually check google for my keyword's position, its different from what market samurai gives me.

I think there has been some confusion here. The original post asked "what is the best keyword tool?"
Google adwords is not really a tool - it is more of a report. You give it a keyword or phrase and it reports the number of searches - this does not a tool make it.(In My Humble Opinion)
