There are so many, but the CSS gallery sites themselves like http://cssbeauty.com and http://cssmania.com are very nice.
You should take o look on http://www.templatemonster.com, there are thousands of template examples that You can aslo buy.
I'd actually avoid TemplateMonster. They have a lot of templates on their site that are using copyrighted images from Getty and Corbis. Both stock photography companies have been clamping down on copyright infringement, and IIRC Corbis even sued TM and won not to long ago. And yes, both Getty and Corbis have no problems about going after the independent Web designer either. Don't believe me? Bumped to say: http://www.flickr.com/photos/splat/sets/981332/ Has a collection of great website layouts. You have to realize that while CSS can help you construct very dynamic websites, it's the actual graphic designer(s) that makes it look great. Just because you use CSS doesn't mean your site will automatically look sexy (although CSS does help.)
