    Anywhere other than within the United States.

    I'm looking for the best servers/speed to be accessed in the U.S just not located in the U.S.

    I suppose Offshore is what I'm looking for other than North America.

    If you don't want to be in north america, the fastest response will be on United Kingdom.

    UK isn't really offshore, neither is france - they all have laws similar to the US when it comes to the content on your web site. netherlands and germany is probably your best bet if you are hosting content that is considered illegal in the US.
