Hi I would say there is no best hosting ofcourse you may get excellent/very good price plans/good plans from different hosting providers. I use just host, but there are may other providers such as host gator etc . Ensure that you do your research on each host when chosing, then you should be ok. Kind Regards
Who are you currently hosting your blog with that the loading time is slow? Has it always been slow for you or is it a recent thing?
I use 1and1 and I have never had any problems with them though I know a few others on here have. I have used HostGator in the past and liked them as well.
Try going with Bluehost, they really have very good quality servers, i have used a lot of servers, but bluehost is one of the best.

Bluehost is ok. They require the full payment up front I think. I'm hearing hostgator is pretty good also.
Yes your right, they cut you a price break if you pay upfront, the longer the period the more a break.

I've been using GoDaddy (mainly due to being able to pay via Paypal) and I've never had any problems.
We use LiteSpeed which some people believe will make pages load faster but it's not noticable to the users assuming both servers are equally loaded. The biggest improvement you can do for a wordpress blog is installing wp-super-cache. The second one is not making use of hundreds of plugins. A lot of plugins seem cool but when your blog is doing 400 queries to generate a page it's not exactly going to be fast even in the quickest server.
