    Why people keep saying wordpress is software to web design?

    Wordpress is a pretty powerful CMS, and you can even use it as a framework. Lately, it has been used as social network through plug ins like buddypress and also as a shopping cart with a plugin that, at this point, don't remember the name.

    Adobe is NOT FREE, IT IS EXPENSIVE.
    You can "crack" it (making a loop in the hosts file in your system is not really a crack...) and use one of the leaked serial numbers out there, but in an ideal beautiful world, you should have paid for any Adobe product.

    If I were you, I would use Notepad++ to write HTML/PHP/Perl/Python/etc.. code, GIMP or Paint.NET, GIT or SVN for source control, FlashDevelop for Flash development, and Eclipse and/or Netbeans for Java development.

    KompoZer for visual editing. Notepad++ for editing code.
    BUT, if you're just looking for the easiest way to build a website for free, then go with Wordpress (tons of free templates and no coding at all).
    And, another option would be to download a good free template at a site like csstemplatesfree.org (but, you'll have to edit the code).
