When you talk about a free SEO tool, what part of SEO are you focusing on? Search engine friendliness? Strength of page? Keyword analyzer? Rankings indicator? Do a search for "SEO Tools" and I'm sure you'll find a good amount of free tools that actually work. I've linked to a few in my blog - but you'll have to look for them. It's about time that I update that with newer tools that I've discovered.
I like "Golden Phrases " http://www.irnis.net/soft/golden/ In otherwords, it tells you how you rank for what people use to find you by, not just what you think they use, or what you target.

I like the tools at webuildpages.com. Most useful tools I've found that don't cost and don't require a download.
