What site do you mean? Some sites pay you $25-40 per free CC signup. I tried this with my own CC, and used wm.mtree.com which charged about $2.5 from my CC and webcams.com which charged $0.1. They charge to confirm your CC or something like that. Some sites send this money back to CC aswell.
