    I like Netscape Composer, it's very easy to use. You just have to search google for a free download of it.

    Notepad, it's quick and easy. Most people I've worked with used frontpage though..

    coffee cup by far if you want a WYSIWYG

    But you can't beat notepad for XHTML and CSS its about as cheap as it gets and you don't even need a download :p
