What kind of tool are you referring to? Are you talking about sending/receiving email? Or managing an email list? Or an autoreponder? Or something else?
I don't know what type of software you are looking for, but there is this great PHPList script you can use for building lists and sending newsletters. http://www.phplist.com/ Or if you have money to spend I would recommend mailloop just google it.
