Best forum to hire a programmer?

What is the best forum to hire a good programmer?

The only sub category I see in the Buy/Sell category is 'Scripts'. I think that's more for prepackaged scripts, not people that understand algorithms and object oriented concepts etc. Would the programing section be better?

Honestly I think that is a good answer. Elance and both Freelancer.com has ratings system, so if you are unsure of who to pick, look at their rating and expertise and if they took any "tests" before.
