I also phpBB3 is best free solution.

There are two another very popular products SMF & MyBB too, I don't link SMF for its bad interface/style & MyBB, not active community

For free you can't beat phpbb3 and all the customizations that can be done with it.

phpbb3 is also my recommendation. I do feel vbulletin is worth the price and use it on my sites.

SMF or PhpBB3 are best available for free.
but better go for Phpbb3 as themes and mods are widely available for customization.

probably SMF. but if you want to open up a serious forum, i'd shell out for a vbulletin license...

I tried smf, phpbb, and like "smf" more. I find it easier to use.

    (sorry for my english)
I'm a newbie of Internet, but I've just finished to learn PHPBB to make an info-product about it.
I think it's a great product to make a board.
If you want to see what sites are using it, visit this site: http://www.forummatrix.org/.
By the way, you can find a good tutorial here: http://www.forumsecretsrevealed.com/
I've bought it few days ago, and it's full of arguments ( as you see, I didn't use my affiliate link to be neutral.. )
    Good luck,
    TIM
