it depends on your website URL, if its long then the 2nd one is the best for u, otherwise the 1st one is appropriate URL.

there is not a limit in length but make the url very clear, it wont like that u have done stuffing in URL, so make sure abt that...

Because slashes usually denote a sub page such as on my site the stun gun page is: http://www.proselfdefenseproducts.com/stungun
Search engines read slashes as a sub page. I think #2 would be read a sub sub sub page. And #1 would be a sub sub sub sub page. I have never seen slashes used otherwise in a URL. I often see underscores, hyphens etc. used to seperate words.

As long as the name you want is there, you're good. Also Google doesn't like long URLs, so the shorter the better.

IMO, the first one is better and try to use "-" instead of "_"

    I would go with

    2: sitename.com/accommodation/france/hotelname.html

Why: Because people searching for hotels in France are most likely not going to search for hotels in Europe. Europe is pretty big... Also I think it is more organized, but it depends on your site structure. If your website is going to have many many pages like this, then maybe sub-dividing the pages by continent may work better for you. I would use option 2 either way.
