Best "first month" strategy for Adwords?

Adwords is driving me nuts. So far, I've dumped about $40 into it. I haven't gotten much back out yet. One reason is that I've been following different guides out there and tried to breakdown keywords into many campaigns, groups. I'm assuming they are OK as I've been able to get some clicks. However, when I'm off the budget opt the click prices are all over the map along with quality score. When I go back on the budget I keep getting the "over budget" message and none of my keywords show. It doesn't seem to matter how high I set the budget (not sure if it needs some kind of "reset")? At any rate, I need some strategy to stick with to get my CTR up and my CPC down. Is the only way to do this to keep tweaking and live on adwords like 8 hours a day adjusting the blasted max CPC's?

Also, what is up with QS? I get the strangest results with it. Some keywords are so low, yet they are all over my blogs and in the ad text. The highest QS I've been able to get is 7 on anything. Not sure if that's a glass ceiling because I'm new to it.

Thanks for any good help! :)

I could not understand whatever you have asked. Better to make it more simple and short as well. I think I can help you.

in the beginning set your bid low. As you gain experience and learn to determine what your maximum bid rate should be - then you should raise your bid and generate more traffic. To start enter a low daily budget, like 5$ , this is a great way to test the waters without losing your shirt.
