Are you sure that's a paid download site? Anyway here's the rundown of the file uploading networks, at least the ones I know of: Hotfile - pays $0.002 to $0.015 per download depending on file size and a few other factors. You also get 5% commission off any subscriptions sold (I'd estimate about $0.50. UgotFile - pays $0.01 per download. Also pays some sort of commission for memberships which is probably similar to Hotfile's ShareCash - pays $0.20 to $0.60 per download. Don't get excited though, they are banned almost everywhere. The people also have to fill out some sort of survey which 95% wont be able to figure out or they just don't want to do it. Rapidshare - pays a small commission per subscription. They don't pay per download. They also require you to own a paid account in order to share files for a profit. On a forum, a shared file will typically have about 100 downloads after a short while and then usually die off. Needless to say, it's a lot of work.
EnviroFile. From 0.23 to 0.45. But EnviroFile is a registered biz, not like other sites that owners is a 17 years old boy and can dissapear fast. You can see my guide about EnviroFile + Linkbucks here: http://forums.digitalpoint.com/showthread.php?t=1703762#post13656858
I heard Sharecash pay on time...so rather than wasting time on new sites go for those sites which actually pays
kinguploader.com allow you to put your advertise and earn from clicks or impressions when users download your files
I use sharecash because even if not that many people want to download your files, the commission is so high that you still earn a lot. You just have to make them want to download it
