Best Effective ways about building links

Hello,

I have been submitting my website and new pages as well as blogs to social bookmarking sites. However, I have only about 20 of them and keep submitting over and over.

It is good for new sites but old sites are not very effective.

What is the best effective ways about building links for websites?

Any advice is appreciated.

I do all the above plus RSS Submissions, Profile Links and WEb 2.0 submission. Some folk downgrade the importance of these and to be honest I don't really know how effective they are in the scheme of things. But I guess the greater the variety the greater the overall effect.
