    Do you mean a domain registrar ?
    There are lots of them
    None of them is "best"
    If you name is valuable Moniker is my prime choice
    For normal or parked domain i suggest Domainsite.com / Name.com (both the same company)

    If you mean registrar, use godaddy, if you mean a dropped domain site, none of them.
