    The higher, the better.
    For the high traffic site, 10% CTR can considered as a world class CTR

    I don't know about the best, but a minimum should be 5%
    If you want to monetize your site/blog and your CTR is less than 5% then it means you need to keep on optimizing your ad placement.

    your CTR should not above the 5%. Best CTR is 2 or 3%.

    This is not true. If your traffic mostly from search engine, you will get more than 5% CTR naturally if your website is good enough
