Best CPM Pop Program for a New Website

Hey fellas, I've been having some trouble here. I've got a new website, which is actually primarily forums for now. I've got little traffic and bad CTR.

I signed up with PayPopUp, PopUpTraffic, and Adversal. I don't meet the requirements for ValueClick.

PayPopUp has the best rates, and raw, but they don't have enough ads so you only see about 20% of the impressions.
PopUpTraffic has good rates, but not raw, and their ads pop under on EVERY page, which could get annoying, and I'm only getting paid once per day.
Adversal has good rates and raw, looks the best so far, but it's not even popping up any ads, I wonder if they even have ads for my categories (games and gambling).

Are there any more than these? I couldn't find more, most are shut down now.

I hate this CTR rating AdSense uses, I mean they get the click, what do they care how many impressions it took to get the click, and why does that matter.

Appreciate any help! Thanks in advance!

It looks like you tryed few of them already. You can try RevenueResponse. You will find details on my site but I am not sure how much better they will be than PayPopUp

You've tried some of the best that will accepted your sort of site. There is Casale and VCM, but they have much more requirements in place meaning you need a site with some good quality traffic.

Try LayerAds (see my sig). They don't use popups/unders, but layers. Layers aren't as annoying for your visitors.

paypopup should give you not far from 100% of your impressions, make sure you enable the extra options etc.

Wow looks nice, too bad it's German :(

North American, my target traffic, is pretty low:
Ah, well I got the extra options, but I heard they don't have enough paying advertisers, so most of the time ads won't show up. Read a lot of complaints about them only using ads for 20% of your impressions.

    Just a little update.

I wasn't pleased that the ads were hardly popping up. At first I wondered if maybe Paypopup was blocking ads from my IP because I'm the publisher. But they did pop up sometimes, very rarely.

I wanted friendly URLs (mod rewrite .htaccess) for SEO purposes and links that were shorter/nicer. On a stroke of luck, that fixed all my problems.

Changing mmogm.com/index.php?showtopic=398 to mmogm.com/t-new-website-finished-398.html worked for friendly URLs but I wanted folders. So I changed it to mmogm.com/new-website-finished/t/398/ and in come the popups! Crazy amount of popups!

Either the popups are working off the URL or they made it so theres a limit on popups per folder, or file, and since my entire site (forums) were accessed through 1 file: index.php, I was hardly getting any ads.

Summary: Use fake folders for forums if you have popups.

Yeah, USA traffic is currently 0.5€/1000, but it used to be 1.5€/1000. It will probably increase again soon. If you need any help with LayerAds, pm me and I'll help you out! ;)
