I think it will be difficult to find CPM ads that accept that source of traffic. Most of CPM ads works similarly as Google adsense, paying visitor gives low advertising conversion impact. By the way, you can try clicksia or incentria PTP offers. I think it wont be a big deal for you to create a custom pop up script to load their PTP links
If you don't tell you user to click in ads or don't force them then why are you looking for network which can accept incentive traffic, If your traffic is incentive that means there would be 0% conversion from your traffic and no good ad network would accept it or no advertiser would want to get it for long period, so ultimately you going to get in problems like not getting paid or getting banned Instead of checking in forums and asking for other recommendation, I would suggest you check a network who you an contact personally tell them about your traffic and let them decide what ads they can give you and if they can accept your traffic or not, as in forum nobody can tell you which network will not give you hard time with such non conversion traffic, untill you talk to them explain and try to work out and see which network has advertiers for your traffic. I personally recommend you edomz.com they are excellent in helping their affiliate personally and making things work, so I suggest you try to contact them and discuss things before you start sending traffic, so they know about your traffic and pay you on time.
Looking at that numbers Revenuehits and Exoclick might work out fine for (atleast) a part of your traffic. If I were you I would run Exoclick for a day, and see which countries works out fine and then geoip target Revenuehits ads (or any other ad network) to the rest of the visitors.
