My suggestion from my experience is that if you have us/uk traffic you should try with some surveys or something like that to complete to reach their download. For the rest of the users i would go with cpm or any other surveys if you can find.

Search for cpa networks, all of them have survey offers or email submits for people and the payout for us/uk is > 0.5$
go with more than one popunder network. with only 5k you can make some cash with popunders but less with banners
For popups and popunders you should use Poponclick, you can earn more than once per day on 1 visitor.
