Best CMS for Multilingual support??

What is the best CMS that supports multi-languages and specifically for languages that are rtl (right to left) like Arabic and Hebrew.

I have already tried Drupal and things have been hectic for me for the past 2 weeks. I failed miserably, so don't suggest it. I love many things about Drupal and I prefer it to Joomla so far but not when it comes to multi-languages. I am not much into technical details, I know little -if any-coding and hence I want a CMS that can offer this feature smoothly.

This site I am making is not that big and complex at all. In fact, I am considering using Dreamweaver as another option, though making the rtl pages will not be easy as well.

I will start now trying with Joomla and the Joomfish module or whatever it's called, but if anyone has better ideas or thoughts, I'd be grateful if you share them here.

    Thanks

Drupal has a "Language module". You can try Drupal.

-Not many drupal themes support rtl languages out there

-Getting the Primary Links Menu to work ltr and rtl is a headache and couldn't do it, despite trying this "language variables" thing.

-the language switcher links -for the two languages that I have- do not necessarily link to the homepage. If I open a node other than the home page and then try switching the language, it stays on this same page instead of going to the default home page of the selected language
