You can't animate using MS Paint.. and it is the most dumbest software out there.. Get yourself Photoshop.. and get busy.. ..:: peace ::.. Jeba
Avoid MS Paint like the plague. You can get a free version of serif draw6 i think its called. just google serif free software. It's good enough and will do what you need. Tim

PaintDotNet is quite good, better and easier to use than GIMP - plus it's name doesn't raise eyebrows if you're on a shared PC. You will need the .NET framework installed though.
Most of those banner makers are cheap, you will usually get a bad looking banner unless you master the program. You are better off having someone with Adobe Photoshop/Image Ready to do this...
To be fair, to make a good banner in Photoshop you have to have a certain level of proficiency, whereas some of the free/cheap softwares' developpers realise that their product will most likely be used by novices who are unwilling to make an investment in one of the more expensive programs and include features that will make it easier to use. Photoshop is such a feature-rich application that it is easy for a newbie to get lost in it, afterall it was originally designed to be a photo-retouching application, and there are many tools that a graphic designer may never use (Healing Brush, Dodge & Burn, Red eye tool, Clone Stamp...).
Sorry, but designers use the Dodge / Burn and Clone tool quite a lot. Not so much the Clone, but the burn and dodge are used a lot to give depth to a lot of work. Well, if you have the budget, Photoshop is the best way to go.
