I'm not sure if you can get a free domain name, but you could get a free sub-domain... The top 3 blog platform Wordpress Blogger TypePad All three you can start for free... I'd recommend wordpress, for some reason it seems easier to export your content to a self-hosted wordpress blog, but never done it so idk... You have to Niche your blog... I'm not sure how easy it is to make a popular personal blog just talking about yourself, niching is key... So what are you interested in? What magazines do you like to read? What can you talk for hours about? The best blogs post at least once a day... If you are going to try to make money off of ads, then you will need a popular blog, if you want a popular blog, you'd have to post at least once a day. So you need a niche that you can talk ALOT about.
I would say that if you are serious, then you should invest in a domain and a hosting package. Domains just just $6 for a .com address (from name.com), and you can get hosting for as little as $2 per month, and I bet you could spend even less if you looked around. Getting a proper domain will get you soo much more income in the long run because your rankings in Search Engines will increase and you'll get more type ins, and more visitors = more money. Niche wise, what are your interests? Don't go with something just because it has high paying keywords: you'll be posting a lot of content on this blog if you wish for it to be successful so you need to know a lot about your chosen niche unless you're going to hire someone to write for you..
I would use WordPress.com. It is highly used by millions of blog owners + it has the power and flexibility of WordPress open source software. TypePad is another option, based on MovableType software, which maybe better for highly viewed or commerical blogs. However WordPress does the job just fine

I'm a big fan of blogger... since it's linked to my google account. It's simple to use, and on the other hand, there is wordpress which has a lot of plugins etc for it. It's a small choice ^^
