    you don't need to look for the best.. it's here now.. go to wordpress.. the best ever.. and try also blogger.com they are the best among the best.

    technorati and mybloglog would be the two i would suggest, they are basicly just a massive list of blogs and both have top lists, and your able to search for what you want as well.
