If you don't want to invest your time, then you have to invest some money by hiring someone that does the designing for you. Or you could use one of the many "free banner template" sites around the web... but many of them are pretty crap. Your call
You say about online tutorials of learning make a banner can you tell us about any websites where we learn.......
I personally use Adobe Photoshop and illustrator for banner designing. There are many other software that help you to make your banner good looking and eye catching. For example GIMP, Bannersnak and My Banner Maker etc.
3 Options: - Microsoft Word has enough features within it to design good quality banner using the 'Page Layout' & font options. Now download a free image capture software called 'Jing'. Re-size the image on Word to an approximate size & use Jing to capture the image. Then use another free software called 'Paint' to resize the image to the desired size (i.e. 250x250, 728x60 etc). Hey presto! You've got a banner. - Purchase some graphics in PSD format (they're dirt cheap!) & use Adobe Photoshop to edit the text & color. (Its easy! There are videos on Youtube that show you how to do this). - Pay someone on Fiverr.com to design one for you, if you've got time to spare. Az

I'd say Photoshop but you said you wanted something similar before so...... Either you could do Paint which comes with a Windows PC or hire someone.
One of my colleagues bought springly software to make banners for facebook ads but said they also work for other sites as well.
