    Photo shop is the best software for banner, logo, button etc making you can also use Fireworks, Corel draw, Xara Xtreme, Real Draw Pro are a few that come to mind.

    You could try also a software for GIF animations. There are many, just search. GIF animations are very powerful since attract attention a lot more than static banners. Anyway, if you make an horrible animation, just focus on static images since they are easier to create.
