I have to agree with this comment. Banner Creation software was pretty much made for script junkies, lazy people etc. I think if someone is going to make their time online as a viable business. It would be beneficial to learn software that allows you to go above cookie cutter scripts.
Adobe Photoshop & Illustrator are primarily the best software to create banners - I haven't seen anything thats much easier then those two!
I am a banner design professional and using Photoshop since 2001, and haven't find any alternative yet. 'Kerosene' was right. However, I think online banner design tools (like you mentioned bannermakerpro etc.) are not so bad to create a simplest banner quickly.
I'll go with there isn't a best software but rather go with the software you are most comfortable with. There are free alternatives that you may get on with better than paid solutions. Either way, research and go with the software that suits your needs it's only ever going to be as good as the person using it.

I am a Photoshop user, and have tried some others, but nothing really compares to Photoshop really in ease of use. There is a free one called Gimp thats about the closest comparible. And just recently i have been fooling around with a new product from the big G called Google Web Designer, i still dont have it down, but its definatly cool, well and free
I agree with Kerosene (you should consider just paying someone to make the banners for you.) If you still want to try photoshop alternatives, you might try "PhotoPlus Starter Edition from Serif" or "Serif PhotoPlus"
