    It's not mandatory but when I create a thread I do try to give them out. It simply means that the member you gave it out to, gave the best answer to your question or subject matter. Unfortunatly only about 10% bother to give them out. They don't really mean anything, but if you have a few of these it can lend itself to a certain credability, which can't hurt you in doing business on DP.
