What means 'best' to you? There are a lot of excellent affiliate programs. Since you are new, I would recommend signing up at moreniche (in sig) simply for the excellent tools and guides they have which you will probably find very helpful Once you've read the material, decide how you will be promoting your product(s). Will you use a landing page? Or a blog? Or a multi-page web site? What product line will you be promoting? Will you be focusing on any particular country? Once you answer those questions, then people can do a better job recommending an affiliate for you.
CJ.com imo, they are well known, you can promote things in most niches on their. I personally like WorldNiche, but it all depends on what niche your in.

You could see that in DP affiliate section CJ, Clickbank, Azoogle, Amazon, Chitika are discussed the most. I guess they should be the best choices.
