Agree! THere's just not a "best one" this all requires testing. I have offers that do fantastic on some sites but not a nickle earned in others. Test test test. And when you are finally happy with the results, test some more.
Try to find some affiliate programs that match your sites topic. Comission junction has alot of programs you get paid per sale and can make more money than per click.
Max Bounty has some very good pay per lead programs which is the next easiest way to make money after pay per click.

With some of the offers all your visitors have to do is either submit a zip code or an email address and you get paid for that lead. Quite simple.
