Benefits of dense linking

I'd like to clarify the following points

    a) I read recently a recommendation to have 3 to 7 links per 100 words. Of course, each anchor text is carefully choosen to promote a keyphrase.

    b) Internal links have similar benefits than external links, for equal PR and/or equal page relevance (ie when the linking page contains the anchor text in <title>, <h1>, <strong> etc...). In other words, we should use fully internal links before looking for external links.

    c) Blogs have notoriously a strong linking structure. They often have 3 to 7 links per 100 words. In addition, blog pages have often a line of 'topics' (alias categories) at the bottom of each page. Each 'topic' links to a new page that looks like a 'search engine result'. By design, the 'topic' pages have a strong relevance for the 'topic', hence any link from a 'topic' page is a 'good quality' link

Let us call these techniques 'dense linking' (unless anyone has a better name for them ?)

With these techniques, you can easily exceed the maximum of 100 links per page recommended by Google. Some blog pages have hundreds if not thousands of links.

Are any of you using these techniques ? Is it a good strategy ? Are there risks to be penalized ? Is it beneficial ?
